Description

The workforce programme uses a single managed service provider (MSP).  Alexander Mann Solutions (AMS) is the MSP for this agreement. 

This agreement builds on RM3749 Public Sector Resourcing. It provides a flexible and compliant workforce solution for  short and long-term workforce needs. 

You can  award a call-off contract directly to AMS without running  a further competition. When placing  your call-off contract, you can select the service lines you want to use. 

This agreement lets you hire workers for specialist, operational and administrative roles.

 The main services include:

  • sourcing temporary workers who are paid hourly or daily rates
  • engagement through statements of work (SOW)
  • permanent recruitment
  • resource augmentation
  • recruit-train-deploy (RTD)
  • campaigns for complex requirements

Agreement length 

This agreement runs for 6 years, with an additional transition period of 18 months. 

  • call-off contracts must not extend beyond 5 August 2031
  • we recommend awarding contracts for the maximum duration to maximise flexibility

Carbon Reduction

All suppliers have committed to comply with Procurement Policy Note 006, 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

When you can't use this agreement

This framework agreement does not include: 

  • clinical staffing
  • executive permanent recruitment

Use this lot to access workforce services through AMS. Professional contingent workforce We work with over 100 government bodies, placing skilled professionals into meaningful contract roles across the public sector.   The professional contingent solution provides flexible, time-and-materials contractors without long-term commitments.   This service is suitable for:  
  • projects: short to medium term assignments requiring specialist expertise
  • workload peaks: seasonal or unexpected demand
  • specialist skills: accessing niche or hard-to-find talent quickly
  • cost efficiency: lower overheads than permanent hiring
  • remote roles: sourcing talent nationwide without relocation
  • business agility: scaling teams up or down as needs change
  The types of contingent worker categories in scope of this framework agreement are:
  • professional interims
  • administration and clerical workers

  Permanent recruitment Workers that undertake a permanent or fixed term position within an organisation.   The  service works alongside your existing recruitment teams and suppliers.   It includes:
  • specialist attraction channels, job boards, and social media advertising
  • interview scheduling support
  • assessment centre support
  • talent community management
  • cross-government talent pool creation
  • candidate vetting
  • employer branding, Employer Value Proposition, and advisory support
  Recruit, train, deploy (RTD) Workers that are employed by an RTD supplier, are  trained and deployed to the customer temporarily. RTD allows customers to design and build their future permanent workforce in predominantly skills shortage areas, over the medium to long term while  supporting Diversity, Equity, Inclusion and Belonging (DEIB). This service is suitable for:
  • hard-to-fill roles where experienced talent is scarce
  • emerging skills such as AI, data, green energy, and digital transformation
  • entry-level pipelines to develop junior talent
  • diversity and inclusion initiatives by widening access to opportunity
  • cost-effective workforce planning by reducing reliance on contractors
  • remote or regional hiring by developing local talent
  Statement of Work (SOW) SOWs are set packages of output-based work with payment against agreed outcomes that outline specific services the supply chain is expected to provide. Services under an SOW may include:
  • supply chain design and implementation
  • tailored supply chain management
  • provider management
  This service is ideal for projects or services:
  • valued at £10 million or under
  • or lasting up to 24 months
  This includes:  
  • outsourced services with clear deliverables and outcomes
  • project-based work with defined timelines
  • niche requirements needing specialist suppliers
  • rapid response
  Campaign management Our campaign management service provides end-to-end support for high-demand recruitment scenarios. This service is suitable for:
  • large-scale or urgent workforce demands
  • customers needing subject matter experts to manage complex campaigns
  • scaling teams quickly through talent or professional services procurement
AMS will manage a process to appoint an agency to meet a specific customer need.   Resource augmentation The resource augmentation service provides skilled professionals through an agile supply chain to increase  capacity of your teams. Resources work under your direction on agreed day rates. This service supports:
  • Sourcing workers at  short notice, including high-volume requirements
  • workers employed by the appointed resource augmentation supplier
  • customer engagement to understand resource requirements
  • vetting checks completed in line with BPSS or  equivalent requirements
  Overseas workers This service supports temporary contingent labour workers based outside of the UK,   AMS makes sure all requirements meet  relevant legislation and country specific requirements. Each request will be reviewed on a case-by-case basis, as different requirements may be better supported through alternative agreements.
