Description

RM6391 Mobile Voice and Data Services 2 gives public sector organisations access to buy mobile and data services, including calls, messages and data. It also covers hardware like mobile phones and tablets, as well as associated services like security and support services.

RM6391 will replace the existing RM6261 Mobile Voice and Data Services (MVDS) agreement. 

 Services include but not be limited to:

  • UK and international airtime including roaming, calls, short message services (SMS) and data
  • device hardware and accessories
  • optional support services
  • auditing, health check and advisory services
  • ability to include optional services
  • associated hardware 
  • audit, health check and advisory services

The framework agreement will run for a minimum term of 2 years, with the option to extend for up to an additional 2 years.

How to buy

There are 3 ways to buy from this agreement:

  • award without competition (AWOC)
  • award with competition
  • below-threshold mini-competition

Award without competition (AWOC) (available for lots 1 and 3)

How to do it:

  1. Complete the eMarketplace registration form.
  2. Within 48 hours of completing the eMarketplace registration form, you will receive the user agreement. Sign and return it.
  3. Once your requirement is processed, you will receive your login details. This will allow you to log into the eMarketplace.
  4. Once logged in, navigate to the ‘Shopping’ tab.
  5. Select the ‘Marketplace’ option.
  6. Search ‘RM6391’ in the search bar.
  7. Use the filter options to navigate between the Lot 1 and Lot 3 catalogues.

Award with competition (available for lot 2)

An award with competition is available in Lot 2 only, and is comprised of the following award procedures:

  • single stage competitive selection process
  • two stage competitive selection process

You can structure your competition in as many stages as are relevant to your specific procurement. 

At different stages of the competition, you can incorporate various supplementary processes to support evaluation and decision-making. Examples of supplementary processes include:

  • clarification
  • product demonstrations: to test the deliverability of key aspects of tenders 
  • supplier presentations: to confirm the feasibility of proposed solutions
  • variant tenders: to allow suppliers to propose alternative solutions
  • dialogue
  • preferred supplier stage
  • final tenders

Below-threshold mini-competition (available for lot 3)

A below-threshold mini-competition is a suitable route to market for customers looking to procure requirements that are more bespoke than the standard audit packages offered under Lot 3. This lot uses a below-threshold mini-competition rather than an award with competition. This is because the items procured under this lot fall below the threshold stipulated in the Procurement Act 2023.
