What is the Professional Services Procurement Efficiency Resourcing service?

PROSPER is a new service designed to help public sector organisations develop their recruitment strategies.

There are several ways to hire external candidates to help your department with its work. You could use consultancy or contingent labour routes or use technology to fill in gaps.

Our PROSPER service can help you decide on the right way to hire external candidates for your department.

The service is free to use and our team of experienced professionals will work with you to ensure you get the best value by sharing skills and maximising outcomes.

What does the service provide?

PROSPER focuses on 4 main areas:

1. Consultancy

People who provide expert advice and guidance on specific issues. Workers hired through consultancy typically work on defined projects with clear outcomes such as: helping to solve specific problems or improving processes or how your organisation works.

2. Contingent labour

Temporary workers who fill short term gaps in your workforce. They work under your direction and are usually paid by hour or day.

3. Statement of Work

Projects where you pay for specific results rather than people’s time. The hired supplier is responsible for providing agreed outcomes with their own staff and methods.

4. Technology

Digital and IT services, including software development, system maintenance, and technical support. This provides both products and the ability to hire the people who use them.

What can you expect from the service?

Our team will work with you to make sure we fully understand your procurement needs. We will ask you questions that will test your needs against 7 important points:

  1. Clear purpose: What problem are you trying to solve?
  2. Right approach: Have you looked at different ways to solve the problem?
  3. Good value: Have you thought about how long the contract should be and how you will  make sure you’re getting good value?
  4. Learning: How will your staff learn from workers hired from outside of your organisation and how will you reduce dependency on outside workers?
  5. Enough time: Have you set aside enough time and people to manage the procurement process – do you know what internal and external processes you will need to go through?
  6. Good contract management: How will you check the work is being done properly and set outcomes are being met?
  7. Social impact: How will your procurement provide social impact?
