Our governance
Government Commercial Agency (GCA) sits at the heart of government commercial and delivery capability. We are accountable to Ministers and governed by a Board.
The GCA board
The GCA Board sets our direction and ensures we focus on our long-term goal to help the UK public sector realise the best value in its commercial and procurement activity. We call this value for the nation.
Our Board is made up of a non-Executive Chair, a Chief Executive, a Finance Director, and 4 Non-Executive Directors (NEDs), bringing representation from across the public sector.
The GCA board met for the first time on 20 April 2026.

Andrew Forzani
Andrew Forzani, Government Chief Commercial Officer (GCCO), is the Non-Executive Chair of the GCA Board and Cabinet Office Sponsor to the agency. He has more than 30 years of experience in commercial, procurement and supply chain management.
As Non-Executive Chair of the Government Commercial Agency, he is responsible for:
- setting the strategic direction and aims of GCA
- supporting the Chief Executive in making decisions to achieve those aims
Sam Ulyatt
Sam Ulyatt is the Chief Executive of Government Commercial Agency. She has a wealth of experience spanning both the public and private sectors. She brings deep commercial expertise and a commitment to delivering value across government. She previously served as Chief Commercial Officer at the Home Office, and as Chief Commercial Officer at Crown Commercial Service (CCS), GCA’s forerunner.
As GCA’s Chief Executive, she is responsible for:
- the agency’s direction
- managing the agency
- ensuring its strategic objectives are met
- remaining accountable to parliament for GCA’s use of public money and its assets
Sean Golding
Sean Golding was appointed GCA’s Finance Director in 2026. He has been with the organisation since early 2018 and previously held the position of Head of Finance. He has also been Finance Director at several private sector organisations.
As Finance Director at GCA, Sean is responsible for overseeing the finance department, managing:
- budgets
- accounts
- financial reporting
- governance
- estates
Sara Halton
Sara Halton is a Non-Executive Director (NED) of Government Commercial Agency. A Chartered Accountant by trade, she has previously held multiple senior executive roles and NEDs at well-known private organisations. She brings a wealth of experience in driving strategic growth.
As NED at GCA, Sara:
- brings an external perspective
- provides advice
- offers alternative opinions
- supports the Board
Charlotte Moar
Charlotte Moar is another Non-Executive Director of GCA and also a Qualified Accountant. She brings a wealth of experience in finance positions, previously holding Director of Finance and Deputy Chief Executive posts in NHS Trusts and Commissions.
She now focuses on NED and Trustee roles and is currently an NED of NHS Resolution. She is also a member of the Commission of the House of Lords, and an Independent Member on various Audit and Risk Committees.
Maura Sullivan
Maura Sullivan has a background in finance and brings a wealth of experience, having held multiple Board-level Chief Financial Officer roles in the private sector.
She now has several public sector positions. She is an NED at both GCA and Government Property Agency. She is also the Audit and Risk Committee Chair and Non-Executive Board Member at the Cabinet Office.
Fiona Bride
Fiona Bride has had a long career in the pharmaceutical industry, holding senior commercial, marketing and value and access positions at multinational companies. Since 2023, she has worked in various roles at NHS England, including Director of Medicines, Value and Access, Interim Chief Commercial Officer, and Interim Director General for Commercial and Growth.
She joins Government Commercial Agency as an Ex Officio Board Member.
