Summary
This agreement helps organisations engage suppliers to provide digital, data, and technology services. Services are in line with government policies, standards and best practices. RM1043.9.2 is an open framework let under the Procurement Act 2023. It is open to all public sector organisations.
Description
RM1043.9.2 Digital Outcomes and Specialists is the second successive Digital Outcomes and Specialists 7 framework. This open framework went live with RM1043.9 Digital Outcomes 7 in 2026. It is now reopening to enable new suppliers to join.

RM1043.9.2 allows all public sector organisations to buy:
- digital specialists to research, design and build new (or rebuild existing) online digital services
- support for long-term digital projects like transformation, capability building or strategic resource augmentation
- digital specialists to work on services, programmes and projects with specific outcomes or to support urgent needs
- user research participants and user research studios

This framework includes the following lots:
Lot 1: Digital Outcomes
Use this lot when you need to procure:
- suppliers to provide specific, outcome-based digital projects
- supplier who can work in line with agile methodologies and government digital standards
Lot 2: Digital Capability And Delivery Partners
Use this lot when you need to procure suppliers to support the delivery of:
- long-term digital transformation programmes
- capability-building initiatives
- strategic resource augmentation
Lot 3 Digital Specialists
Use this lot when you need to procure digital specialists with expertise in specific digital roles. They support defined projects, services and transformation initiatives with their targeted skills.
Lot 4 User Research Studios And Participants
Use this lot when you need to hire studio space or recruit user research participants to test digital services.

The Digital Outcomes and Specialists framework is due to reopen in summer 2027. Exact timelines will be confirmed in September 2026. More details will be provided soon.
